Overview:
The West Linn Lions Club (WLLC) works with the Oregon Lions Sight and Hearing Foundation (OLSHF) to provide eyeglasses and hearing aids to those who do not have sufficient financial resources. The OLSHF’s Lions Eyeglass Assistance Program serves Oregon residents 18 and older living in a household having an income at least 200% below the Federal Poverty Level. Household members under 18 having no access to sight for Students are also served. Hearing aids are provided by OLSHF at an affordable cost. The fees are on average slightly higher. OLSHF, schools and local non-profit organizations provide referrals for adults in West Linn, Milwaukie and Gladstone with some overflow from Oregon City to WLLC. Referrals are contacted by the WLLC Vision and Hearing Assistance committee , and with the aid of a Committee member, the applicant fills out an application. The application, “Patient Care Program Application” or “Application for Hearing Services”, is supplied by OLSHF. WLLC checks to make sure all of the information in the application is correct and reviews the documentation to make sure the eligibility guidelines are met. Upon completion of the vision test by the optometrist, the application is forwarded to OLSHF (LEAP). The eyeglasses are sent to the optometrist for fitting. For hearing aids, an applicant is provided the application for hearing aids “Application for Hearing Services”. After the application is reviewed and approved by the Committee, it is sent to OLSHF for approval. Once approved by OLSHF, the audiologist selected by the Committee is given the application. The applicant makes an appointment with the audiologist. The audiologist sends the application to OLSHF, and OLSHF invoices the applicant $150 service fee per hearing aid. Once the payment is received, OLSHF mails the aids and the accessories to the optometrist for them to fit the applicant. |
Eyeglasses:
The applicant pays $20.00 to the optometrist. WLLC reimburses the optometrist $65, and the application is forwarded to LEAP. Once the glasses are delivered to the applicant by LEAP, WLLC pays for the glasses. OLSHF charges WLLC $30 for single vision, $40.00 for lined bifocals and $50 for lined trifocals. Occasionally the optometrist will identify special needs for an applicant that may require additional costs of up to $150. Special requests from the applicant not identified by the optometrist such as tinting are paid by the applicant. The average cost of each pair of eyeglasses paid by WLLC is $105.00. Insufficient historical data has been accumulated to determine the amount that should be budgeted; however, in Lions fiscal year 2018-2019, the 20 pair of glasses is expected to be provided. |
Hearing Aids:
WLLC is billed by the audiologist for the hearing examinations and the impressions and the fitting for ear molds. The cost is $100 to $300. Four hearing aids were provided in 2018-2019 with an average cost of $150 per applicant.
